| Kurulduğu andan itibaren devletin organları olan kurumlarını da sistemli olarak geliştiren Osmanlı Devleti, bu kurumların kayıtlarına, yazışmalarına ve her türlü belgeye de pek ehemmiyet arz ederek muhafaza etmiştir. Öyle ki bugün Osmanlı Devleti tarafından günümüze kalan arşiv malzemesi dünyanın sayılı arşivleri içerisinde yerini almaktadır. Bu muazzam arşiv malzemesi içerisinde yerini alan kayıtlardan biri de Ahkâm defterleridir. Şikâyet konularını içeren bu defterler halledilecek konuların merkeze gönderilmesi ve buradan gelecek cevaba göre hareket edilmesi meselelerini içermektedir. Bu hususta ahkâm defterleri devletin adalet kavramını analiz etme fırsatı sunmaktadır. Bundan mütevellit bu defterler çok büyük bir önemi haizdirler. Çalışmamızın amacı, dönemin Karaman Eyaletinin kapsadığı yerlerin gerek sosyal gerek ekonomik tarihine ilişkin bilgiler vermektir. 1 Numaralı Karaman Eyaleti Ahkâm Defterindeki ( 151-296 Sayfalar ) kayıtlara göre Karaman Eyaletindeki sosyal ve ekonomik hayat, bölgede yaşanan olaylar, o dönemde halkın yaşadığı sorunlar gibi hususlar zikredilmektedir. Yine çalışmamızda merkeze ne tür şikâyetlerin gönderildiği, bu şikâyetlerin hangi şehirlerden gönderildiği hususları da belirtilmektedir. | Ottoman Empire which had been developing its institutions systematicly since its foundation, had retained these institutions registrations, correspondences and documents by placing importance each of them. In fact, the resources that were heritage of Ottoman Empire for today, are among the most important archive materials of the world. Judgement books are one of the records among these enormous written records. These books which include grievances, contain the issues of sending the complaints to be dealt with by the chief office and taking action in response to what chief office’s orders. In this sense, judgement books provide with an opportunity to analyze the concept of the juctice of the state. That’s why, these books have a great importance. The aim of this study is to shed light on both conventional and economical history of Province of Karaman. According to written records in Province of Karaman Number 1 Judgement Book ( from 151 to 296 ), It was mentioned conventional and economical life of Province of Karaman, cases occured in the region and troubles people had to overcome. Also, in this study, it is mentioned what kind of complaints had been sent and from where these complaints had been sent to the chief office. Also, in these books, there had been addressings since the complaints had been forwarded to chief office and responses had been received from chief office. Thus, by the help of these books, we could easily understand how the state addresses an officer, kadi, voivode or personage.
