Özet

Siyâsetnâmeler Türk tarihi açısından oldukça önemli kaynaklar arasındadır. Onlar dönemlerindeki hemen hemen her alanla ilgili bizlere ayrıntılı bilgiler verirler. Ayrıca siyâsetnâmeler Türk tarihinin anayasaları olarak da nitelendirilebileceğinden özellikle hukuk alanıyla ilgili zengin bilgilere sahiptirler. Bu bağlamda siyâsetnâmelerde özellikle Karahanlılar ve Gazneliler ile ilgili oldukça fazla malumat bulunması çalışmanın merkezine bu iki devletin oturmasına sebep olmuştur. Nitekim hem Karahanlılar hem de Gazneliler devlet teşkilatlanmasında diğer Türk devletlerinin birer yansımasıdırlar. Bu nedenle de çalışmada Siyâsetnâmeler temel alınarak Karahanlılar ve Gazneliler Devletleri örneğiyle Türk hukuk anlayışının temelleri ele alınmaya çalışılacaktır.

Abstract

Political treatises are among the most important sources in terms of Turkish history. They give us detailed information about almost every field in their periods. In addition, because the political trearises can be described as constitutions of Turkish history, they have a rich knowledge of the law. In this context, the fact that there is a lot of information about the Karahanlılar and Ghaznavids in the political treatises has led to the presence of these two states at the heart of the study. As a matter of fact, both Karahanids and Ghaznavids are a reflection of other Turkish states in state organization. For this reason, in the study, the foundations of the understanding of Turkish law will be studied with the example of the Karahanids and Ghaznavids States based on the political treatises.
